The chapter discusses the history and context of urban renewal in Jamaica and shares the country’s integrated model for urban renewal, as well as the lessons learned from over two decades of implementation. As the urban planning landscape evolves there is a call to move in new directions, incorporating concepts which embody the development of human capital. One call is to re-position urban renewal as a public health tool to reduce crime and violence, communicable and non-communicable diseases, especially for the urban poor and urban youth who share a greater burden of Jamaica’s status as a Low/Middle Income Country (LMIC) and Small Island Developing State (SIDS). The call for the paradigm shift from gender-blind to gender-sensitive urban planning is expected to promote policy coherence between commitments to gender mainstreaming and gender equality and urban development modalities. There is also the need for a new governance framework to support the active participation of the average resident in the decision making process for land use management and other aspects of urban renewal to meet the goals of the New Urban Agenda and to realize Vision 2030 Jamaica, making “Jamaica, the place of choice to live, work, raise families and do business”.

Many governments are actively seeking solutions to address the economic crises bedeviling their countries. University/college towns have proven to be successful models of opportunities for attracting investments for economic development while at the same time promoting optimal health outcomes. Harvard, MIT and Newcastle universities provide examples of successful models of universities aiding in spatial design and planning of towns or neighborhoods where they are located to yield sustainable development. The Government of Jamaica has supported the proposal from the University of Technology, Jamaica, (UTech, Jamaica Ja.) to redesign the Papine area in St. Andrew into a university town, given its proximity to the two largest universities in Jamaica, UTech, Ja. and the University of the West Indies (UWI). Both institutions collaborated by using cutting-edge scholarly research and design approaches to propose workable solutions that can promote economic development and healthy lifestyle in an area designated as a university town. The research found that SOPARC was a feasible and reliable instrument for assessing park user variables and associated contextual variables. However, for the proposed design to be executed and maintained, the study recommends establishing a body such as a University District/Town Council with oversight responsibility for planning and land use management of the area.

This chapter will attempt to shed light on the relevant explanations for designating or creating urban agglomeration for the purpose of administration and governance in the case of largest urban space in Jamaica. The main objective of this chapter is to provide an in-depth look at the case of Portmore with specific emphasis on the socio-economic, political, legislative, and relevant policy arrangements that influence the change in sub-national geo-political status from municipality to parish. The researchers explore the literature on local government reform, public financing, urban economics, and urban planning which provided a basis for objectively interrogating the proposed change. From the analysis of existing legislations, policies, and international conventions such as the New Urban Agenda, the proposal to change the geo-political designation of the Municipality of Portmore raises several questions about the economic profile of the area and the capacity to enjoy the benefits of urban agglomeration given its location attributes. Understanding the evolution of the theoretical discourse in urban planning can provide clarity on the relevance of this geo-political designation, the intergovernmental relationship associated with the geo-political designation, particularly as it relates to autonomy, and the allocation of resources for the provision of local government services. This understanding will help to direct the decision makers as to the best designation for Portmore given its current realities and importance of implementing measures to support decentralization and autonomy at the local level for major urban areas. The researchers found that the economic viability of the proposition is at best questionable as the economic base of the municipality is limited and its capacity to generate linkages demand serious considerations. Attention should be given to local government reform in the face of emerging trends and current realities rather than changing status of an urban areas which is the direct result of the principles of urban agglomeration.
